I have been very confused through the whole setup process, but I believe I have finally cracked it and thought I would share 
Here are the steps:
1. Game Client (Torrent Link)
2. Delete the folders Melcosoft.su - Lineage 2 Classic \ International & Melcosoft.su - Lineage 2 Classic \ Russian
3. Run Melcosoft.su - Lineage 2 Classic \ Start.exe (let it update, if you press the "Etpu Etpu Start button" from the launcher the game will be in Russian)
4. https: // classic .melcosoft.su ( is the .su website is the russian and .ws english, I actually found I could only use the .su website to login, as of now it is still not working. Google translate is your friend here.)
5. Go to your email inbox and confirm your account.
6. Login and on the menu on the right there is an option "IP binding" (type in your ip and confirm, use http://whatsmyip.net/)
6. Run Melcosoft.su - Lineage 2 Classic \ International \ L2.exe (if you want to play in english)
Additional steps:
Account activation: I think this step is just if you are donating $ Rubles for x3 rates, otherwise you will have x1 rates. Donate 750 Rubles pre-launch or it will cost more money after.
1. To Go https://classic.melcosoft.su, click on donate & choose your method (the button is on the far right, to the close to top of the page) and login as it suggests
2. Go through the payment process & wait for the Rubles to come through (I used paypal, which is safe)
3. Make sure you are logged in & go to https://classic.melcosoft.su/xCp/?do=module&id=activation (type in the amount of Rubles necessary for activation & confirm)
